It finds no silences. Why?
The background is probably too loud to count as silence, for example a fan or traffic. Open More options and lower the dB value (try 20), or set a shorter Longer than. Removing the background noise first also helps.

No. A silence has to be much quieter than the voice (30 dB under it, by default) and last at least as long as you set. The short pauses between words stay; only long gaps go, and a short pause stays in each.
Shorten pauses, just above it, shortens every pause a little until the audio reaches a target length. Remove silences cuts out every silence over the length you set, however long the result is.
